Most African countries are parties to one or more of the International Instruments in theprotection of Human Rights. A number of them have also participated and contributed in a number of International Conferences on Human Rights, such as the one held in Teheran from22 April to May 1968 and another one held in Vienna, Austria, in 1998. In all theseconferences the main issue has been to promote respect for human rights and fundamentalfreedoms.However, in Lesotho, as in other African countries, people with disability continue to bedeprived of the opportunity to enjoy their rights. For a long time disability has been explainedin terms of supernatural causes and some punishment from gods for a certain wrong doing.As a result of this myth, the rights of people with disability to develop as human beings, arelargely ignored. They are denied equal opportunities with their able-bodied counterparts.They are deprived of the chance to participate fully in the society in which they are part.This paper discusses some of the areas in which deaf people are being marginalized. Somesuggestions are made on the measures that could be taken to ensure that the rights of the deafpeople are being respected. It is argued that there can be no Human Development if the rightsof one section of the society are being ignored. |
